Do you think this is possible...?
... to use a fogger, mabie waterfall/fogger in a snake cage? I have a corn snake, 3.5ft long. I have been told it would increase the humidity to about 70%, is this to high? The terrarium is well-ventalated, and what about if I use multiple levels by using vines/cork-board etc.?

It does sound high for a corn snake. Were you told to increase the humidity because of a shedding problem or skin issue? A normal corn should do OK with 40-60% humidity.
I don't know about the fogger- I wonder if your snake will be nervous about not being able to see. They like to know what's going on around them. But the vines/multiple levels are a good idea- they like to climb. Or you could add something rougher, like a tree branch that he/she could also use as a shedding aid when necessary.
