I REALLY NEED HELP PLEASE!?

I am getting a baby Bearded Dragon soon and need to to know what to do about the Heating & Lighting?

I have a UVB Repti-Glow 8.0 Light.

Is a Heat Mat Ok? Or Should I get a Spot Light?

Some people like to make things complicated and some like to -sound- smart. They are usually one source readers with little real experience at doing what they are talking about. there are usually several ways to do things.
First your Repti-Glow will be fine to provide UV. It may not be perfect, but it will take care of your lizard very well. People will tell you all kinds of things about replacing the bulbs and some will be right.The truth is that a fluorescent tube gets weaker evey day from the first day that you light it.. Some will say you need to replace them after 6 months, I do not do that. I replace my tubes in late September. Over the Summer when my bulbs are weaker my lizards all spend time out side getting UV directly from the sun. When I have them outside I put them in escape proof screen cages where they have a choice of sun or shade. Shade outside is full of reflected UV that is stronger than most artificial sources. My UV protocols are not arbitrary guesses, but were developed with the aid of a UV light meter to take advantage of free UV in the summer, and to insure that my turtles and lizards had adequate UV for the LEAST cost.
I don't like your heat mat on the side. All of my heat pads are under my cages/tanks and the whole room where my animals live is kept warm. When I started keeping reptiles hot rocks made from clay flower pot saucers were all that was available. I don't use hot rocks any more, pads are much better. Your beardie should also have a basking light. I use regular incandescent bulbs (not the fancy expensive ones) in a clamp reflector and determine the wattage by setting it up and measuring the temperature where the lizard is going to bask. I have found 60W or 75W were usually just right. You should have both heat pad and heat light, wattage matters, brand does not.
