Where can I get heat tape for cheap for a Reptile Rack?
Cheap is variable in your mind. Free is unlikely. However, here is what you are looking for probably:

They come in 3", 4" and 11" sizes. The cost really isn't that much compared with how much you'll be saving by making your own racks. I suggest you use the 3" or 4" as 11" in a rack doesn't provide a good heat variance as it takes up most of the cage floor that way. This stuff last a life time, so you could essentially buy it and never have to worry. If you want it cheaper, check craigslist for used retpile racks. Although generally, those are pretty crappy.
